Gpedit Msc Vista Home Premium

I also ran the MicrosoftFixIt503229.msc without success in getting the icon back or changing the network grayed out option. So I found an article that states that one should play with gpedit.msc. Now I have searched for a copy of gpedit.msc for Vista and have come up empty handed, although I did find a download for XP. I am totally at a loss. Secpol.msc is also not available on Home Basic or Home Premium. The only way around this is to make group policy settings by using the registry editor.

Gpedit Msc Windows 10 Home

Maybe someone can take pity on me and explain this. I have a new Toshiba notebook running Vista Home Premium. I'm running as a stand alone user, not as a member of any domain. I've been trying to resolve a very slow shut down (10 - 15 minutes) that happens only from time to time.
Searching the net, I find references to things I can check with the group policy object editor. The programs recommended, such as gpmc.msc, don't seem to be available in my version of Vista (Home Premium). Also the snap in discussed some places does not seem to be available in my copy of Vista.
Is this because it's a home version? Is there something I have to download and/or install?
I suspect the answer is that I don't have Vista Enterprise or ultimate or whatever it's called.
I'll greatly appreciate any suggestions on this or on the slow shut down.
